What counts as news here

A report needs a real, dated event and something we add: context, a primary-source reading or what it changes for businesses. Evergreen explanations — what the digital euro is, when it could launch, how the pilot works — live on one canonical page each and are updated when facts change, rather than repeated as new articles. Start with the digital euro explained.

Short answer

The latest digital euro news, as of 5 November 2026: the currency is not issued, EU co-legislators are in trilogue negotiations on the regulation, the ECB has picked 36 payment providers for a 12-month pilot planned from the second half of 2027, and on 30 October 2026 it named two network service providers. Any first issuance is a possibility for 2029, not a decision.

How to use this news digest

This page is a dated record of what official bodies actually did, newest first. Each entry gives the event date (the day the institution published or decided something), a link to the primary source, a one-line summary in our own words and a note on what the item does not mean. We checked every link and date on 5 November 2026. Where we could not confirm a detail in a primary source, we say so rather than fill the gap.

Three rules keep the digest useful:

  1. Only primary sources. Entries come from the European Central Bank (ECB), the Council of the EU, the European Parliament or a Eurosystem national central bank. Press coverage helps us notice events, but it is never the source we cite for a fact.
  2. Events, not explainers. If you want to know what the digital euro is, read the digital euro explained. For the conditional launch timetable, use the digital euro timeline. For the state of the law, use the legislation tracker. This page answers a narrower question: what happened, and when?
  3. No forecasts dressed as news. The "what to watch" section lists dates that institutions have published. It does not predict outcomes.

DIGITAL EUR is an independent publisher. We are not affiliated with the ECB, the Eurosystem or any EU institution.

Latest official developments, newest first

November 2026

  • 5 November 2026 — ECB keynote "Shaping the future of money". Piero Cipollone, Member of the ECB Executive Board, spoke in Tirana. He restated the status: Council position in December 2025, Parliament position in July 2026, trilogue under way, and the European Council's wish to conclude by the end of 2026. If that happens, the ECB aims to be ready for a potential first issuance in 2029. What it does not mean: a speech is not a decision; nothing new was adopted. ECB speech

October 2026

  • 30 October 2026 — Network service providers selected. The ECB chose two groupings to connect payment service providers (PSPs) and national central banks to the digital euro service platform: Nexi Payments with Deutsche Telekom Business Solutions (first-ranked, contract in force since 28 September 2026, initially covering pilot connectivity) and Telefónica with Indra (second-ranked, contract from May 2027). The selection followed a call launched on 27 August 2025. What it does not mean: these firms are network suppliers, not wallet providers, and the ECB says readiness for 2029 remains subject to the Governing Council's decision on the next phase. ECB news
  • 27 October 2026, 17:00 CET — ECB merchant call closed. The ECB's call for e-commerce and mobile-commerce merchants to join the pilot reached its deadline. The ECB pilot page now says screening is under way and the selection outcome will be announced by early 2027. What it does not mean: national central banks may run their own local merchant calls with different dates (see "What to watch next"). ECB call, ECB pilot page
  • 2 October 2026 — Governing Council decisions published. The ECB's monthly list of non-monetary-policy decisions recorded three digital euro items from August–September: the app accessibility release, the merchant call and the innovation platform call. What it does not mean: this is a record of decisions already announced, not a new one. ECB decisions

September 2026

  • 28 September 2026 — Innovation platform call for expressions of interest. The ECB invited private companies and organisations to a new wave of innovation-platform work, in two workstreams (experimentation and exploration). Applications close on 9 November 2026 at 17:00 CET. What it does not mean: it is not funding and not a product launch. Our innovation page covers the programme. ECB innovation platform
  • 21 September 2026 — Pontes launched (related, but not the digital euro). The ECB said Pontes, the Eurosystem's solution for settling tokenised assets in central bank money, launched that day, and announced it would invest part of its own funds in tokenised securities settled via Pontes. What it does not mean: Pontes is for wholesale financial-market settlement in central bank money. It is not the retail digital euro, though some coverage filed it under that heading. ECB press release
  • 15 September 2026 — Merchant pilot call opened, PSP list published. The ECB opened the online and mobile merchant call (participation voluntary and unpaid) and, the same day, added the list of 36 selected PSPs as an annex to its July press release. ECB call, ECB press release

July 2026

  • 30 July 2026 — Accessibility commitments for the app. The ECB said the planned digital euro app is being designed beyond the European Accessibility Act's requirements, with usability and accessibility testing during the 2027 pilot. What it does not mean: the app is still in development and is not available. ECB press release
  • 14 July 2026 — 36 PSPs selected for the pilot. From more than 50 applications, the ECB selected 36 banks and non-bank providers. The pilot is due to start in the second half of 2027, run for 12 months and involve the ECB and 19 national central banks, using a beta version with no legal tender status. What it does not mean: the pilot does not decide issuance. Our pilot guide explains who takes part. ECB press release
  • 9 July 2026 — European Parliament confirms its negotiating position. In plenary, MEPs backed opening negotiations on the digital euro regulation by 416 votes to 169, with 22 abstentions, after groups had challenged the Economic and Monetary Affairs (ECON) committee decisions of 23 June 2026. Rapporteur Fernando Navarrete Rojas leads Parliament's team; a first round of talks with the Irish Council Presidency was announced as imminent. What it does not mean: this is Parliament's position for negotiations, not adopted law. Press reports put the first trilogue on 13 July 2026; we have not confirmed that date in a primary source. European Parliament
  • 2 July 2026 — Draft scheme rulebook v0.91. The ECB published version 0.91 of the draft digital euro scheme rulebook and annexes, followed by a progress update on 6 July. What it does not mean: it is a draft, not the final rulebook. ECB rulebook page

April and March 2026

  • 24 April 2026 — Agreements with three standard setters. The ECB signed agreements with ECPC, nexo standards and the Berlin Group to reuse existing open standards (contactless payment, merchant-to-acquirer messaging and alias-based payments). The ECB notes the standards would apply across the euro area only once the regulation is adopted. ECB press release
  • March 2026 — PSP call for the pilot. The ECB pilot page records that the call for PSP expressions of interest was launched in March 2026; PSP focus sessions ran in January, March and April. ECB pilot page

December 2025

  • 19 December 2025 — Council position agreed. The Council of the EU agreed its position on the draft digital euro legislation, as recorded in the ECB's FAQ (the Council's own website blocked automated checks when we verified this). What it does not mean: a Council position is a negotiating mandate, not law. ECB FAQ, Council policy page

October and earlier 2025

  • 30 October 2025 — Move to the next phase. The ECB Governing Council ended the preparation phase (begun November 2023) and moved to the next phase, published a closing report, and said a pilot could start in mid-2027 and the Eurosystem should be ready for a potential first issuance in 2029, if the regulation is adopted in 2026. It estimated development costs of about €1.3 billion to first issuance. What it does not mean: the ECB said the decision on whether and when to issue will only be taken after the legislation is adopted. ECB press release, ECB progress page
  • 27 August 2025 — Network service provider call. The ECB launched the call for applications that led to the October 2026 selection. ECB news
  • 31 July 2025 and 13 June 2025 — Draft rulebook v0.9 and v0.8. Earlier drafts of the scheme rulebook. ECB rulebook page
  • 16 July 2025 — Third progress report on the preparation phase. ECB progress page

Which kinds of digital euro news actually change something?

Not every headline carries the same weight. We sort official developments into five types and treat them differently.

Type of news Example from the digest Does it change the legal or practical position?
Legislative step Council position (Dec 2025), Parliament position (Jul 2026) Moves the process forward; only the final adopted regulation creates law
ECB decision Move to next phase (Oct 2025), PSP selection (Jul 2026) Changes ECB preparations; does not decide issuance
Procurement or partner selection Network providers (Oct 2026), standard setters (Apr 2026) Shapes infrastructure; no effect on users today
Call or deadline Merchant call (Sep–Oct 2026), innovation call (Sep–Nov 2026) Practical only for eligible applicants, and only before the deadline
Speech or interview Keynote of 5 Nov 2026 Explains positions; no decision unless it cites one

How to read digital euro news critically

Most errors in digital euro coverage come from treating an earlier stage as a later one. The legislative path has a fixed order:

  1. The European Commission proposes (the regulation was proposed on 28 June 2023 — proposal on EUR-Lex).
  2. The Council agrees its position (19 December 2025).
  3. The Parliament agrees its position (9 July 2026).
  4. Trilogue negotiations produce a provisional agreement (pending on 5 November 2026).
  5. Both institutions formally adopt the text, and it is published in the Official Journal.
  6. Only then does the ECB Governing Council decide whether, and when, to issue.

A story is only as strong as the stage it reports. "MEPs back the digital euro" describes step 3. It does not describe a law, a launch or an obligation on your business.

Common misreported headlines

Headline pattern What the primary source actually says
"Digital euro launches in 2029" The ECB aims to be ready for a potential first issuance in 2029, if the regulation is adopted in 2026
"EU approves the digital euro" The Council and Parliament have each adopted negotiating positions; the regulation is not adopted
"Digital euro capped at €3,000" Up to €3,000 was a hypothetical limit tested in ECB analysis; no holding limit has been set
"ECB launches digital euro pilot" Participants were selected; the pilot starts in the second half of 2027
"Merchants can still apply" The ECB's online merchant call closed on 27 October 2026; check national central bank calls separately
"Pontes is the digital euro" Pontes settles wholesale tokenised assets; the digital euro is a proposed retail instrument
"Invest in the digital euro" The ECB warns that such offers are scams; it never asks for investments or personal data

A five-question check before you share a story

  1. Who acted? The ECB, the Council, the Parliament, a member state or a commentator?
  2. Which stage? Proposal, position, provisional agreement, adoption or ECB decision?
  3. Is there a date and a primary link? If an article cites only other articles, find the original.
  4. Is a figure a rule or a hypothesis? Holding limits and fee caps are the most often confused.
  5. Is someone asking for money or data? The ECB pilot page warns about fake emails, letters and websites offering digital euro investments or pilot places.

What to watch next

These are dates institutions have published. Each is conditional, and none is a forecast by us.

Date What is scheduled Condition or caveat Source
9 November 2026, 17:00 CET Innovation platform applications close Outcome not announced ECB
20 November 2026, 17:00 CET Deadline of the Deutsche Bundesbank's own call for point-of-sale merchants to run a temporary pilot outlet at its Frankfurt premises National call; separate from the ECB's closed online call Bundesbank
End of 2026 Target for concluding trilogue negotiations A political target, not a legal deadline ECB speech, ECB FAQ
By early 2027 ECB merchant selection outcome Screening under way ECB pilot page
May 2027 Second network provider contract starts Contractual date ECB news
Second half of 2027 12-month pilot planned to start Beta version, no legal tender ECB press release
2029 Potential first issuance Only if the regulation is adopted and the Governing Council decides to issue ECB FAQ

If trilogue negotiations slip past 2026, expect the later dates to move. We will update this table when an institution changes a date, and we will not move a date on the strength of press speculation.

What this means for businesses this month

Nothing in the November 2026 news creates an obligation for a business today. The practical items are narrow: if you are an innovator, the innovation call closes on 9 November; if you are an experienced retailer able to run a temporary point of sale at the Bundesbank in Frankfurt, its call runs to 20 November; and everyone should treat unsolicited "digital euro" offers as suspicious. For a fuller view of what a future digital euro might mean for payments acceptance and fees, read the digital euro for businesses.

Meanwhile, the operational problem most small firms have is matching ordinary SEPA transfers to invoices. Our SEPA reconciliation guide covers that today, without waiting for any new currency.

How we build this digest

The digest brings together three strands that are usually reported separately: digital euro regulation news from the Council and Parliament, digital euro pilot news, and ECB digital euro news on technology and procurement. We monitor the ECB's digital euro pages, press releases, speeches and Governing Council decisions; the European Parliament press room; the Council's digital euro policy pages; and national central bank pages when they announce a local step. An item is added only when we have opened the primary source and recorded its date. We keep the event date separate from the date we publish, and we never backdate. When an institution corrects or updates a page — as the ECB did on 15 September 2026 by adding the PSP list to its July release — we note the update date too. Our full process is in the editorial policy.

Limits: we read English-language versions, so a national central bank announcement made only in its own language may reach this page later. We do not have access to non-public negotiation documents, so we report trilogue outcomes only once an institution publishes them.

Frequently asked questions

What is the latest digital euro news?

If you are looking for digital euro news today: as of 5 November 2026, the newest official items are the ECB keynote of 5 November and the selection of two network service providers on 30 October. The regulation is still in trilogue negotiations, and the digital euro has not been issued.

Has the digital euro law been passed?

No. The Council (December 2025) and the European Parliament (July 2026) have each agreed negotiating positions. The co-legislators still need to agree a final text and formally adopt it.

Is the digital euro pilot running now?

No. Participants are being selected. The ECB plans to start a 12-month pilot in the second half of 2027, using a beta version without legal tender status.

Where can I find official digital euro updates?

On the ECB's digital euro pages and press releases, the European Parliament press room and the Council of the EU's policy pages. Every entry on this page links to one of them.

How do I recognise fake digital euro news or offers?

Check for a primary source and a date. Be wary of anything asking you to invest, pay a fee or share personal data to "join" the digital euro or its pilot; the ECB says it never asks for these.

Why does DIGITAL EUR not publish digital euro news every day?

Because most days nothing official happens. We publish a dated report only when there is a verified event and something useful to add, and we update this digest when facts change.
